Dr. Cat Packer is committed to innovative research in the field of drug policy and legal regulation. As a Professor of Practice at the University of Arizona Law, she brings a wealth of experience and expertise to her role. Dr. Packer also serves as the director of drug markets and legal regulation at the Drug Policy Alliance, where she plays a pivotal role in shaping progressive drug policies. In addition to her work at the University of Arizona, Dr. Packer is a distinguished cannabis policy practitioner in residence at The Ohio State University Moritz College of Law's Drug Enforcement and Policy Center. Notably, she was the first person of color in the United States to lead a medical and adult-use cannabis regulatory program, serving as the inaugural Executive Director of the City of Los Angeles Department of Cannabis Regulation from 2017 to 2022.
